Develops implements and updates policies, standard operating procedures, guidelines and written plans for Drinking Water Operations. Communicates effectively with all levels of the organization in order to manager projects and programs. Successful candidate will analyzes data, coordinate, develop and implement training programs, oversee safety committee activities, reviews environmental compliance plans and programs to assure compliance with applicable rules, regulations and standards and evaluated program success. Ensures program specific training is provided for employees. Conducts facility walk-through inspections. Oversees and manages contracts. Maintains extensive project tracker and records. Analyses data and prepares reports for management. Integrates the department policies, procedures, and programs with the city-wide efforts. Applicant must be creative problem-solver with the ability to demonstrate strong leadership and process improvement skills.

The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.

This is a Houston Public Works Emergency Management Position at the Tier 2 Level.

Job Requirements:
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

Valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2)Preference will be given to applicants with experience in Managing CIP project such as water Facilities, water wells, storage tanks, regulatory compliance, and environmental programs.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION/SKILLS TESTS REQUIRED: None
