General Summary

This position is responsible for developing accurate and timely proposals and estimates for private sector works projects to ensure Granite is responsive bidder. Position is further responsible for the overall direction, completion, and financial outcome of construction projects up to $15 million in size.

Essential Job Accountabilities

1. Comprehend and administer a safety program that provides for a safe work environment that meets or exceeds Granite's Annual Incident Goal, and foster a culture that expects participation at all levels

2. Create and promote, in his/her organization, the ability to recognize and understand the appropriate environmental policies, rules, and the potential adverse effects to the environment due to operations, and take steps necessary to comply with policy/rules, and mitigate the effects of operations

3. Create and/or foster a quality culture that recognizes the effect of quality on all operations, and takes steps necessary to provide a product or service that is a source of pride for our workers, and pleasing to our customers

4. Analyze and compile estimate data that impact the cost of labor, materials, equipment requirements, location and other factors to ensure a high quality and timely estimate.

5. Review drawings, specifications, and proposed project site conditions; record findings and solicit input from field operations to include in final project estimate.

6. Analyze alternative solutions and construction methods to increase competitiveness of the bid.

7. Review "take-off" quantities to ensure accuracy of data used in estimates.

8. Utilize existing cost history as a check to complete estimate.

9. Apply mathematical calculations requiring advanced analytical processes to ensure logically estimated costs are accurate.

10. Analyze and communicate bidding risks, strategies, and present

estimate/bid to Senior/Chief Estimator, or Construction Manager for review to ensure accuracy and completeness.

11. Participate in estimate and bid reviews with Senior/Chief Estimator and Management to develop estimating skills.

12. Analyze competition and communicate with owners, subcontractors, public and private entities to ensure competitiveness.

13. Communicate estimate bid information to field operations at pre-construction meetings to ensure understanding of scope of job.

14. Perform accurate project revenue and cost financial forecasting to ensure corporate profitability goals are met.

15. Coordinate with estimators and project controls group to establish budget.

16. Lead estimating efforts on vertically integrated projects to ensure accurate and consistent bid to build process.

17. Coordinate efforts with estimators, large project sponsor, and manager of construction to manage resources to meet project schedule.

18. Participate in bid review and bid closing to ensure accuracy of bid and evaluate project feasibility; work with estimating team to develop bid schedule.

19. Coordinate with large project sponsor, manager of construction and project team to develop comprehensive plan for project start up and successful kick-off.

20. Provide environment where dynamic project communication occurs between Project Engineers, Foremen, Superintendents and Construction Manager to ensure work is accomplished in an efficient, profitable, and safe manner.

21. Ensure proper job controls, i.e. quantities, costs, revenue and schedule.

22. Establish and maintain working relationships with owners, agencies, subcontractors, corporate management, inspectors, etc., providing customer service to develop long-term partnerships with client base.

23. Ensure accurate construction reports for the job allowing for continuous improvement in performance.

24. Run projects at profitability levels to meet or exceed expected margins.

25. Comply, understand, and support corporate safety initiatives to ensure a safe work environment.

Education

* BS degree in Civil Engineering, Construction Management, Business Administration, or related field or equivalent work experience in heavy civil construction.

Work Experience

* Three (3) to five (5) years progressive project experience in heavy civil environments.

* Minimum of five (5) years experience in paving, dirt, and grading in either private or public environments.

Knowledge, skills, and abilities

* Knowledge of construction paving, underground, concrete and grading practices.

* Knowledge and understanding of union agreements and prevailing wage issues.

* Maintain ability to work in high production environment.

* Demonstrated decision-making skills.

* Excellent leadership skills.

* Excellent supervisory communication and organizational skills.

* Accuracy at all times.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand, walk, sit and use hands to operate a computer keyboard. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus. At times will be working around large construction equipment, must be safety conscience.
